Connecting Canadians with the Coast
CZCA’s biennial conference will be held on the Salish Sea in Victoria, British Columbia, on the traditional territories of the lək̓ʷəŋən People. Victoria is a timeless and beautiful coastal city with strong ties to rich maritime and First Nations histories, a stunning waterfront and natural environment.

Conference Theme
The conference theme is “Connecting Canadians with the Coast”. As Canada’s national conference for coastal zone management professionals, we invite you to CZC2023 to share our passion for advancing scientific and traditional knowledge, engineering, social and policy awareness and best practices of coastal zone management issues across Canada. Our conference will emphasize the increasing importance of building a greater connection to the oceans and coastal zone environments as we address hazards associated with a changing climate and increasing development and resource pressures.
CZC conferences provide a critical role in linking the latest science, knowledge and perspectives in coastal and marine management, with key policy and decision makers, leading to direct action to improve the stewardship of Canada’s coasts.

Conference Venue
CZC2023 will be held at the Victoria Conference Center (VCC) which is ideally located in downtown Victoria and within easy walking distance from hotel accommodations and a wide variety of activities. The VCC provides an ideal venue for coastal people of different backgrounds, disciplines, and cultures to come together and share ideas.

Ocean Networks Canada brings two of their former artists in residence to CZC2023. Learn more about the artists and catching their work at the conference below:

Colin Malloy
Colin Malloy is a percussionist, composer, and audio programmer specializing in contemporary solo and chamber percussion, the steelpan, and music technology. He combines musical textures with custom software to explore the world around us. He has performed around the world, notably numerous times at the Percussive Arts Society International Convention, the Bang on a Can Summer Marathon, and at the Trinidad and New York Panorama steel band competitions. He has also performed on albums released by the Southern Oregon University Percussion Ensemble, Mark Applebaum, and Matthew Burtner. In 2022, Colin was the artist in residence for Ocean Networks Canada where he composed new works to explore contemporary issues surrounding the oceans. Colton Hash
Colton Hash is a digital artist and educator who currently resides on Lekwungen territories on Vancouver Island. Exploring simulation and environmental data as digital material, Hash strives to create accessible artworks for viewers to consider their cultural relationships with nature. Through a unique coding process, he creates impactful digital installations to foster nuanced thinking about ecological systems. Hash was the inaugural artist-in-residence for Ocean Networks Canada and received the Witness Legacy Award for Social Purpose and Responsibility Through Art from the ProArt Alliance. Hash has multidisciplinary foundations in computer science, ecology and visual art, and received his MFA at UVic. Learn more about Colton Hash here: https://coltonhash.com/

Fernando Lessa Photo Exhibit
This beautiful set of 15 prints on loan from the False Creek Friends society reveals Sealife from the waters around Vancouver’s False Creek. Fernando Lessa is one of Canada’s preeminent marine photojournalists. His work has been featured on the BBC, CBC, Discovery Channel and more. Drawing from his passion for conservation, Fernando specializes in documenting the delicate relationship between humans and mother nature. FCFS is honored to present his remarkable underwater portraits clearly revealing that False Creek is ALIVE!
Connecting Canadians with the Coast: A Visual Journey and art contest
From April to May 2023 students from across Canada submitted digital art to a contest organized by Ocean Wise. These young artists created art representing their connections with the coast – be it cherished memories, favourite spots, or emotional attachments to the sea. Over 70 works of art were submitted! The contest finalists will receive prizes provided by Ocean Wise and Ocean Networks Canada. All the submissions can be seen online at bit.ly/3WROUiE . You can also expect to see their art on display around the conference.

Call for Abstracts
In this decade of ocean science for sustainable development the Coastal Zone Canada 2023 conference, to be held at the Victoria Conference Centre in Victoria BC from June 11-15, 2023, will emphasize the increasing importance of building a greater connection to our oceans and coastal zone environments as we address challenges associated with a changing climate and increasing development and resource pressures. We invite you to Canada’s national conference for coastal zone management professionals to share our passion for advancing scientific and traditional knowledge, engineering, social and policy awareness and best practices of coastal zone management issues across Canada.
Sessions will support dialogues around a broad range of topics related to the following sub-themes:

Travel Grant
We are pleased to offer several conference participation grants to early career professionals to join us in Victoria for the 2023 Coastal Zone Canada Conference. Applications closed December 16th, 2022.
The participation grant will provide the participant with:
- Full airfare,
- Four (4) nights’ accommodation and,
- Complementary conference registration to attend the event.
To be eligible for the participation grant you must be an early career professional (i.e. no more than 10 years in your present discipline, professional, academic or student role) and you must submit either an abstract for a presentation or a poster for the exhibit.

Early Career Events during CZC2023
We are pleased to host a social event on the evening of June 14 for early career professionals. More information and registration for the event is available in the conference platform.
ECOP Canada Workshop
Early Career Ocean Professionals (ECOP) is an international program endorsed by the UN Ocean Decade to elevate and strengthen the diverse perspectives of new generations of ocean professionals. The Canada Node was started in 2021 by three ECOPs who currently form ECOP Canada’s steering committee. ECOP Canada aims to achieve intergenerational equity by strengthening the diverse voices of early career ocean professionals in all ocean fields across Canada. ECOP Canada has developed a wide network of ocean partners and ECOP members.
An Early Career Ocean Professional (ECOP) is anyone who makes a living from a healthy ocean. An ECOP is a person that self-identifies as being early in their career (10 years or less of professional experience) within any occupation related to the ocean (not only employed/paid positions). The success of the Ocean Decade relies on the inclusion of ECOPs who can contribute their professional expertise to developing innovative solutions for existing and upcoming challenges. ECOPs’ involvement in high-level conversations and decisions made about the ocean will support the retention of valuable institutional knowledge, promote a greater sense of shared ownership of the initiatives that affect multiple generations, and ensure that ocean solutions are devised with the innovation, fresh ideas, and energy that arises from including diverse social and cultural perspectives.

WE’RE READY TO WELCOME YOU BACK SAFELY
Coastal Zone Canada (CZC) Conference 2023 is taking place at the Victoria Conference Centre in Victoria, BC, Canada. The venue is now open at full capacity and ready to welcome clients, guests, and the community back for safe events and gatherings. We continue to monitor and adhere to Provincial Government guidelines. There are no restrictions or directives in place at this time. We have worked hard to make sure our team is ready, and our conference facilities are equipped so that you can feel confident when you enter the event. The CZC expects all registrants attending to follow the guidelines set forth by the British Columbia Provincial Health Authority and a friendly reminder, if you do feel unwell, please consider staying home.
Public Health Statement: British Columbia’s Provincial Health Restrictions and Orders
British Columbia’s provincial health restrictions and orders are in place to help keep visitors and residents safe. Some restrictions are made by the Provincial Health Officer (PHO) under the Public Health Act and others are made under the Emergency Program Act (EPA). Public health orders can be enforced by police or other compliance and enforcement officials. Any applicable public health directives will be posted on the Coastal Zone Canada website prior to the conference and all Coastal Zone Canada organizers and participants are required to follow these measures while in British Columbia to help ensure a safe conference for all.
Mask Requirement
While face masks are no longer mandatory in indoor public spaces, guests are welcome to wear a face mask based on their individual comfort level.

Enhanced Cleaning and Sanitization
Victoria Conference Centre uses electrostatic disinfectant as part of their cleaning protocol for their larger spaces. Continuously Self-Cleaning Surfaces use safe, non-toxic materials to clean high traffic public touchpoints (NanoSeptic).
Victoria Conference Centre’s Staff Training and Preparedness
The Victoria Conference Centre’s staff, contractors, and suppliers have been trained on the safety, sanitation protocols and Duty of Care as per WorkSafe BC Safety Plan. A communicable disease safety plan is in place along with daily wellness checks.
Ventilation
The Victoria Conference Centre’s HVAC system has been optimized for efficiency. Filters are being changed more frequently and are above industry standard.

CANADIAN TRAVEL PROTOCOLS & RESTRICTIONS
Travelling within Canada?
Vaccination will no longer be required to board a plane or train in Canada. Full updates can be found here.
If you are entering Canada from another country, you must continue to follow all entry requirements such as vaccination and testing.
Travelling into Canada?
Canadian airports have suspended mandatory random arrival testing at all airports, showing proof of vaccination, pre-entry and arrival testing and quarantine. Wearing masks on planes and trains is not required, but strongly recommended. If you have any symptoms of COVID-19, you shouldn’t travel to Canada.

EMERGENCY PREPARDNESS
The Victoria Conference Centre Emergency Preparedness and Safety Program is regulated by local, provincial and federal laws. Victoria Conference Centre personnel are diligent in maintaining operations procedures and plans designed to ensure a hazard free environment and a proactive response to emergencies.
The Victoria Conference Centre has implemented an Emergency Management Strategy program to ensure safe work practices within the building. This program includes:
- Emergency Procedure Plan
- Fire and Disaster Drills Plan
- Training employees in the areas of safety and fire protection
First Aid
The Client Services Department, Facility Operations and security personnel are trained in Occupational First Aid. The Client Services Department will respond to the situation and coordinate with emergency personnel, as necessary. It is not possible to dial 911 from any house phone. In the event of an emergency, facilitators are asked to immediately contact the Client Services Department.
First Aid Stations
The Victoria Conference Centre has first aid cabinets located on Levels 1 and 2. Each station contains a defibrillator, portable oxygen tank, and first aid response kit.
Training
All staff are trained in fire safety and evacuation procedures. Every Victoria Conference Centre staff member is familiar with the building fire annunciator panel which indicates the location of trouble spot(s) within the building. Personnel on duty have been designated a specific role to fill in the event of an emergency. Staff work closely with onsite security who are also fully trained for all types of emergencies.

Emergency Preparedness Information
Earthquake
- Drop, cover, hold: take cover under a table or similar shelter. Protect your head and neck and hold to your cover during shaking.
- Face away from windows and get away from their proximity.
- Move away from objects that might fall on you.
- Stay where you are – do not run outside. Falling debris may cause injury.
- If outdoors, remain in an open area. Do not approach or enter a building, as falling debris may cause injury.
Fire
- Take note of fire exits – these will be marked by a red EXIT sign.
- Follow instructions as directed by a member of the Victoria Conference Centre staff or a uniformed security guard. You will be directed to the nearest exit. Remain calm.
- Remain outside until you are instructed to return. Assemble in a designated muster station as directed by Victoria Conference Centre staff.
- The Fire Department will respond immediately.
- If your clothing should catch fire: STOP…DROP…ROLL.
Bomb Threat
- A member of the Victoria Conference Centre staff or a uniformed security guard will direct you to the nearest exit. Remain calm.
- Remain outside until you are instructed to return. Assemble as directed by a Victoria Conference Centre staff in the designated muster station.

Evacuation maps with the nearest exit are posted on the inside of all function room doors. Floor plans can be found here.
The following guidelines and requirements have been put in place to ensure that no exhibit, trade show or conference setup shall interfere with fire safety regulations as set forth by local, provincial, and federal authority. The Victoria Fire Department or the Victoria Conference Centre may deem that an event or event component contravenes the following requirements or poses a risk to public safety. The Client, Event Manager or the exhibitor shall comply with an order of the Victoria Fire Department, and, if deemed necessary, will cease operations.

- Refrain from demeaning, discriminatory or harassing and/or other unacceptable behavior, as outlined below.
Unacceptable Behavior
All participants must not engage in any inappropriate behavior, and in particular not in intimidation, harassment, abusive, or discriminatory actions, such as:
- Offensive verbal or written remarks, including those related to gender, gender identity and expression, sexual orientation, disability, physical appearance, body size, race, or religion;
- Violence or threats of violence;
- Violent or sexual images in public spaces (including presentation slides);
- Deliberate intimidation;
- Stalking or following (online and in-person);
- Unwanted or unauthorized photography or recording;
- Sustained disruption of talks or other events;
- Unwelcome physical contact or other forms of assault;
- Unwelcome sexual attention;
- Sexist, racist, or other exclusionary jokes;
- Use of social or mainstream media to target individuals in a way that could harm their privacy and/or reputation;
- Deliberate misgendering such as deliberately not using a person’s preferred pronouns.
Non-Urgent Reporting
If you notice non-urgent inappropriate behavior that violates this Code of Conduct during the Coastal Zone Canada Conference or have any other concerns, please report it by emailing Coastal Zone Canada.
Immediate or Urgent Matters
If the incident is of an immediate safety or security concern, please call the on-site security or dial 911.
Confidentiality
All reports will be handled in confidence except as otherwise required by law, and subject to due process and natural justice. Organizers will respond as promptly as we can.
Consequences
Participants asked to stop any behavior deemed inappropriate are expected to comply immediately. Explanations of “just joking” are not acceptable; behavior can be harassing without an intent to offend.
If a participant engages in harassing or other unacceptable behavior, including a failure to adhere abide by the above Code of Conduct, the Coastal Zone Canada organizers will take any action or actions they deem appropriate to keep the conference a safe and welcoming environment for all participants. Actions that may be taken include: warning the offender, expulsion from the conference with no refunds, reporting the incident to the offender’s local institution or agencies, and reporting the incident to local law enforcement agencies.
Public Health Statement: British Columbia’s Provincial Health Restrictions and Orders
British Columbia’s provincial health restrictions and orders are in place to help keep visitors and residents safe. Some restrictions are made by the Provincial Health Officer (PHO) under the Public Health Act and others are made under the Emergency Program Act (EPA). Public health orders can be enforced by police or other compliance and enforcement officials. Any applicable public health directives will be posted on the Coastal Zone Canada website prior to the conference and all Coastal Zone Canada organizers and participants are required to follow these measures while in British Columbia to help ensure a safe conference for all.

About the Logo
Highlighting the central role of coastal Indigenous peoples in stewardship and governance, Coast Salish artist, Margaret August, has created a beautiful sea wolf design for this year’s conference logo.

The Design
The sea wolf is also known as the coastal wolf, often depicted in Coast Salish art with a dorsal fin. They are fast swimmers, living on land and spending their time by the ocean feasting on sea life. The sea wolf travels in packs, living in family units, like humans. Sea wolves are ancestors of Coast Salish people. In Coast Salish culture, each animal has specific traits, with the sea wolf symbolizing loyalty, good communication, understanding, and intelligence. As part of the CZC2023 logo, the sea wolf reminds us of the connection between land and sea and of the intersections between people and nature.
The Artist
Margaret August is a Two-Spirited, Coast Salish artist from Shíshálh Nation. They live in the traditional unceded lək̓ʷəŋən and W̱SÁNEĆ territories. Margaret produces works in a variety of mediums, including prints, wood panels, and glass. Since starting their artistic journey at a young age, Margaret has made art their life’s purpose. They aim to create change and a sense of hope through their art.

Opening Social Evening
Sunday June 11, 6pm at the Victoria Conference Centre
To start the conference off in a good way, the Lək̓ʷəŋən Traditional Dancers will share an opening prayer and welcome attendees to the territory through traditional songs and dances. The Local Organizing Committee will then invite you to connect with colleagues, tour the exhibit spaces and enjoy hors d'oeuvres and a cash bar. Tickets are complimentary but pre-registration for this event is required.

Salish Sea Whale Watching and Ecological Tour — Hosted by CZCA and Five Star Whale Watching
Sunday, June 11, 1pm - 4pm
CZCA is partnering with one of Victoria’s oldest whale watching companies for a special cruise on their Golden Circle Route exploring Greater Victoria’s spectacular coastline. Starting from the Inner Harbour we will pass by Maritime Forces Pacific in Esquimalt, and then out to the Race Rocks Ecological Reserve, the most southerly point on Canada’s Pacific Coast and home to its second oldest lighthouse. Race Rocks is a showcase for Pacific marine life, featuring sea lions, seals, birds and underwater plants and animals. We will then proceed east to Constance Bank, Trial Islands Ecological Reserve, Discovery Island Marine Provincial Park and the Chain Islets in Oak Bay before returning home. Restoration, Wildlife, and the Working Harbour: A Boat Tour of a Connected Coastline

Explore and learn about Victoria harbour on this guided boat tour. The bustling harbour serves as a seaport and cruise ship terminal and was historically a shipbuilding and commercial fishing centre. There is a rich history of inhabitancy by the Coast Salish people. The area is home to an abundance of wildlife, including sea otters, seals and sea lions, blue herons, and bald eagles, and the occasional visit by orca whales. The guided tour will include a special stop at the Songhees Walkway Pocket Beach, a Green Shores demonstration site managed by Peninsula Streams and Shoreline Society.

Join WWF-Canada to celebrate the launch of the "Coastal Blue Carbon in Canada: State of Knowledge" report, co-authored by 30+ experts! Please join WWF-Canada to celebrate the launch of the first-ever collaborative report on the status of blue carbon across Canada, co-authored by experts from academia, non-governmental organizations, government, and other sectors. During the launch event, our panel of authors and partners will talk about collaboration across Canada, blue carbon monitoring practices, and community-led research and activities. There will also be an opportunity to meet some of the authors and network with a community that’s passionate about Canada’s coastal ecosystems. Entry is free, but registration is required through Eventbrite. Light fare will be provided, and drinks will be available for purchase. Building a Blue Carbon Community of Practice is hosted by WWF-Canada, with thanks to Coastal Zone Canada for providing the event space.

Cultural Walking Tour with Explore Songhees

Join us to walk and talk about the 7 Signs of lək̓ʷəŋən on a Cultural Walking Tour with Explore Songhees! Our Tour Guides will take you through the past and present times of Victoria. Through storytelling and site seeing, we will share some of our most significant historical sites in Victoria’s inner harbour. We will enrich your understanding of our culture and traditions. If you are a newcomer, tourist or local, learning about the local nations when you are on their traditional lands is important. This VIP experience will grant you access to the beautiful Mungo Martin Big House in front of the Royal B.C Museum. Inside we will sit around a fire and share our stories with you. We provide a safe space to ask questions and gear our tours from a positive indigenous perspective.

Free Entry to the Maritime Museum of BC

Coastal Zone Canada is pleased to announce our partnership with the Maritime Museum of BC giving all our delegates free entrance to the museum during the duration of the conference. Located in their temporary home directly downstairs from our meeting space in the Victoria Conference Centre, the Museum tells the story of the province’s rich maritime heritage and culture. Their collection highlights BC’s dynamic coastal history seen through the lens of our relationship with the sea. Their current exhibit, “Salmon Tales”, takes a deep dive into how the peoples of the West Coast have fished this iconic species from traps to nets and lures. You will be invited to explore how our relationship with salmon has evolved and what we can do to protect them in the future. The museum is open Tuesday to Saturday from 10 to 5.
